Aerodrome and Security Section

The Aerodrome and Security Section monitors two safety factors, that is, aviation security and safety on aerodromes. In addition, the Section grants authorisations, approvals, and certificates on behalf of the Icelandic Civil Aviation Administration (ICAA). Examples of authorisations are approvals of the security programmes of air operators, aerodromes, and other entities; and aerodrome certificates. The compliance monitoring is also in the form of assessments which Section inspectors carry out. The assessments take into account, for example, regulations, security programmes, aerodrome operation manuals, quality systems, and safety management systems. In addition, the Section provides advice on issues concerning the Section to interested parties.

The Aerodrome and Security Section was established in the spring of 2004 within the Flight Safety Division. With the implementation of new rules and requirements concerning aviation security and flight safety in aerodromes, it was natural to establish a separate section to handle these issues. It is indicative of recent rapid changes in issues handled by the Section that a regulation on aerodromes entered into force in April 2004 and was re-issued in 2007. A regulation on aviation security was issued in 2005 and is now undergoing comprehensive review in Europe.

The operations of the Section are diverse. Its main tasks are the following:

    In aviation security, to:
  • Establish and maintain the National Civil Aviation Security Programme
  • Approve the security programmes of aerodromes, air operators, and other entities
  • Monitor their implementation
  • Develop, maintain, and coordinate a training programme for aviation security in Iceland
  • Handle international communication concerning aviation security issues. For example, ICAO, ECAC, EU, and Scandinavia
  • Handle the coordination and updating of regulations on aviation security
    In relation to aerodromes, to:
  • Ensure that operations follow regulation no. 464/2007 on aerodromes
  • Issue aerodrome certificates and monitor compliance of aerodromes
  • Handle the registration of aerodromes, heliports, and landing strips which are subject to the certification of the ICAA
  • Participate in the work of GASR (Group of Aerodrome Safety Regulators) on behalf of the ICAA
