The Airworthiness and Registration Section is, among others, responsible for initial approval and continued oversight of aircraft maintenance organisations (Part-145 and Part M Subpart F), Continuing Airworthiness Management Organisations (CAMO) and maintenance training organisations (Part-147). The Section handles the registration of aircraft and maintains the Icelandic Aircraft Register which is the lawful registration of the ownership of aircraft owned by Icelandic parties. The Section furthermore handles assessment of airworthiness and issues airworthiness certificates (CofA) and airworthiness review certificates (ARC).

The operations of the Airworthiness and Registration Section are mainly based on European Commission regulation (EC) No. 1592/2002, 1702/2003, and 2042/2003. Basic Regulation 1592/2002 covers common rules in the field of civil aviation and basic airworthiness requirements, 1702/2003 (Part 21) is laying down implementing rules for the airworthiness and environmental certification of aircraft and related products, parts and appliances, as well as for the certification of design and production organisations, and 2042/2003 (Part-M, Part-145, Part-66, and Part-147) is laying down implementing rules for the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organisations and personnel involved in these tasks.

The Section handles, for example:
• Regular monitoring, including initial assessments and approval of Icelandic Part 145 maintenance organisations and line stations, Part M continuing airworthiness management organisations, and Part 147 schools.
• Airworthiness assessments of Icelandic registered aircraft, as well as of foreign aircraft in connection with the SAFA programme. (SAFA = Safety Assessment of Foreign Aircraft).
• Airworthiness monitoring of private aircraft.
• Assessment of airworthiness, that is, issue of airworthiness certificates which confirm that an aircraft is airworthy if it meets certain requirements.
• Assessment of airworthiness review recommendation and issue of airworthiness review certificate.
• Publication of the Icelandic Aircraft Register, that is, the lawful ownership registration of aircraft. The Section furthermore handles all new registrations, de-registrations, and changes in ownership of aircraft used in Iceland.
• Assessment of education, training, and tests of aircraft maintenance technicians.
• Communication with foreign civil aviation authorities, air operators, and aircraft manufacturers on issues concerning airworthiness.
• Participation in the work of EASA on coordinating and implementing rules, as well as various communication with the agency on airworthiness issues and operations of licence holders.
• Participation in EASA standardisation inspection as team member.

In addition to regular assessments made to monitor whether current requirements are fully complied with, there is extensive communication with air operators and maintenance organisations concerning implementation and interpretation of the requirements. A certain part of the operations consists in advice and inspection of various information and manuals connected to licence holders.

Ómar Þór has wide-ranging knowledge and experience. He completed studies in Mechanical engineering (Machine- and Toolmaking) from Akureyri Comprehensive College in 1985, Airframe and Powerplant from Sierra Academy of Aeronautics in Oakland, California in 1988, Avionics Engineering Technology from Southern Alberta Institute of Technology in Calgary, Canada in 1993, as well as being a Mechanical Technologist certified by the Ministry of Industry in 1996.

Ómar Þór took over as Head of the Airworthiness and Registration Section on 1 June 2009, but had worked as an inspector in the Section since November 2001. Earlier, Ómar Þór worked, for example, as a B1, B2 and C technician, line and base at the Icelandic Coast Guard, Flugfélag Norðurlands (Norlandair), Íslandsflug Airlines, Air Atlanta, and Continental Airlines in San Francisco and San Jose.
